Opportunity For Tender: Roof Replacement & Solar Panel Installation

The Foundation has owned and occupied two landmark buildings in Central Milton Keynes (Acorn House and Margaret Powell House) since 1991. The buildings were constructed approximately 50 years ago and consist of 40,000 Sq. Ft gross area over 5 floors. The construction is typical of a building from that period.

The “Roofing Replacement and Solar Install” project replaces the roofs on both buildings, at the same time completing the installation of solar panels to drive down the energy usage in the buildings.

Installed prior to 1980 the roof is a mastic asphalt system on a concrete deck, there is a 2-ply glass felt vapor retarder. Insulation is provided by a light concrete fill with perlite insulation.    

The age of the roof and the construction type means that the insulation is insufficient for current EPC regulations but also, over the years despite regular maintenance, repair, and replacement of the roof coverings the insulation has slowly become saturated as water has inevitably found its way through.

With all combustible materials, a self-adhesive vapour control layer must be installed as no combustible materials can be installed with torch on membranes. Garlands bespoke Safe2Torch specification will design out all fire risks so that contractors are pricing self-adhesive membranes at all high risk details.

Selected roof system:

  • New insulation should be installed to improve the thermal performance of the roof.

  • Localised tapered insulation is required to improve the roofs drainage.

  • A new roofing system should incorporate a 25-year manufacturer warranty to protect the roof from future repair costs.

A new high performance SBS modified built up felt roof is the waterproofing system of choice for the roof, this system has been tested within the market against other products and systems and overall gives the best value for the life cycle of the building.

The system selected has options for non-naked flame working for all high-risk areas. The system selected has a full-service manufacturer aligned to partner on the project to insure:

  • Quality approved contractors are used for a guaranteed installation.

  • A minimum of 2 Quality Assurance inspections a week during the project install.

  • BBA approvals

  • A proven history and track record

  • A 25-year warranty for design, installation, and materials

  • Independent PI insurance to cover design liability.

Solar

The solar system will consist of a 48.16 kWp PV system for each building each system can generate just over,44,200 kWh a year over 224 430W SW c2.5 modules.

The PV’s will be installed along the roof of both buildings and will not be visible from the ground on our south facing roofs.  The PV’s will be installed using the Van der Valk Ballasted mounting system.

The combination of the new roofing system and PV install must enable the provision of a 25 year overriding comprehensive warranty.

We are happy to consider alternative products that are equivalent to or better than those specified above. The specification is attached here, and at the bottom of this webpage.

In line with our procurement process:

  • We will create a tender panel of at least 3 people one of which must be a director.

  • We will shortlist within 5 working days following a successful funding application to SEMLEP.

  • Shortlisted suppliers/contractors will be invited for interview /presentation as required.

  • Take up references if required.

  • Award to the supplier/contractor issuing the appropriate contract following appropriate approval Agree the Service Level Agreement (SLA) between parties.
